There was a contract formulated by a PUC administrator; it provided for anti-copying notices on transcripts. There was also a document titled "Special Contract Terms and Conditions" formulated by the Department of General Services and applicable to all reporting agencies providing services to the state. If I am correct, and these are transcripts of questions and comments by PUC members and staff, answered by members of the public, with comments by other members of the public, then aren't all of the participants joint authors?
